Owning a starship is not prohibitively expensive and is equal to starting one's own business. Exploration was a lucrative market for surveying, exploring, free-trading, and the like before the outbreak of the Great War in 2260. Even greater profits were made (with equally higher risks) by tech-running for the black market. Individual's spacecraft are mostly run by computer; removing the need for a crew. There aren't many civilian personal transports in service, since it is cheaper to use passenger liners and shuttles.
