Due to government corruption, Changeling Nets are allowed to be manufactured on a few orbital installations dispersed throughout the Antarean solar system (but not on Antareus itself).  All operations are heavily guarded and use slave labor. All but one of these illegal operations has corporate backing. As long as regular payments are made to the authorities, manufacturers and tech smugglers are free to go about their business.
